OVOP Programme Fact File 1ST QUARTER OF 2011/12 (September 2011)
1st Quater of 2011/12

Background

One Village One Product (OVOP) Programme is a community- centered, and demand driven regional economic development approach initiated by Oita Prefecture in Japan in the 1970s. The uniqueness of the approach is that communities intend to achieve their regional economic development through adding value on to products using locally available resources. This is achieved through processing, quality control and marketing. Following the symbolic slogans of OVOP in Oita namely "Think Globally Act Locally", "Self Reliance with Creative Spirit" and "Human Resource Centered Development", Oita has been showing stable development and progress for the last few decades. The OVOP Programme in Malawi was officially launched in November 2003, which was followed by the establishment of the OVOP National Secretariat under the Ministry of Agriculture. In June 2005, OVOP National Secretariat was moved to Ministry of Local Government and Rural Development and later in July 2009, the Secretariat was moved again to the Ministry of Industry and Trade. Currently the Secretariat is taking a leading role to facilitate regional economic development through OVOP concept. The programme is under the chairmanship of the Head of State, His Excellency Ngwazi Proffessor Bingu wa Mutharika following his initiative of the Malawi Growth and Development Strategy (MGDS).

OVOP Programme Mission

To generate incomes and wealth for the Malawian society by community mobilization to produce value added goods and services that are marketable in order to reduce wealth disparities.

OVOP Programme Overall Objective

To develop goods and Services through value adding by communities by using locally available resources in a designated area.

Specific Objectives

To promote OVOP Concept approach of economic development at community level.

To promote value adding technologies such as agro processing and craft making at community level.

To facilitate product quality control and packaging.

To facilitate small ? scale business skills and development at community level.

To promote market linkages between producing communities and domestic/international markets.

Activities of the OVOP Programme

Sensitizing general public on the OVOP Concept through the District Assemblies and through media (such as TV, Radio, Newsletters, and Internet etc).

Formulating new OVOP Projects in cooperation with District Assemblies.

Monitoring and Evaluation of existing OVOP Projects for their sound business management, processing skills, quality control and marketing.

Establishing financial scheme for OVOP Projects in cooperation with existing Micro Finance Institutions (MFI).

Facilitating market linkages of OVOP products to domestic and international market, including establishment of OVOP Shops in the major cities.

Facilitating technical linkages of organizations for processing technology and quality control such as Bunda College of Agriculture, Malawi Bureau of Standards, Malawi Industrial Research and Development Centre etc. for improving OVOP product quality.
